Unhappy User CP
I have reached the minimum amount of posts to unlock the User CP. It still says that I'm not allowed to use it. I think it's because I never got the e-mail that had the verification code. I keep resending the code but I never get it. I'm typing the e-mail address correctly and everything!
Oh wow. Haha! Never mind. Right after posting this it let me in! Hilarious!

Yeah, the upgrading task is run every 5-15 minutes, so that's why.
